I'm not from here, but this is the only place I go to get my Maryland State inspection. They're open on Saturdays as well and the staff is really hospitable.

These guys are true professionals. Had previously taken my vehicle to two others who recommended some outlandish repairs (like replacing the whole engine) and within a day cottman was able to tell me exactly what was wrong with my engine.
